Juanda-san, now SEI is using workflow. actually i don't know much about this you can ask Ozzi-san for the detail about this process but i already assign your user name to use workflow.

to fix this you can go to ME22N to change your PO by changing some information in the PO then save and it will trigger WF program

then you just save and go to ZA3CA301 - Work Flow Monitor to apply your PO and then approve
